The UAE has once again topped the world in hiring optimism. ManpowerGroup’s latest Employment Outlook Survey places the UAE at the number one position globally for hiring sentiment, with a Net Employment Outlook well ahead of the international average, and 56 percent of UAE employers stating they intend to grow their workforce.

On paper, this is a remarkable position for any economy to hold. Businesses are expanding, capital is flowing into major projects, and confidence in the UAE as a place to build and grow is stronger than almost anywhere else in the world.

But rankings measure intent, not outcome. And for many organisations across the UAE, the harder question is not whether they want to hire, but whether they can actually secure, mobilise, and retain the workforce required to deliver on that ambition.

These figures confirm what many businesses already sense on the ground. Project pipelines are growing, new sectors are emerging, and the appetite to build teams has rarely been stronger.

Independent research places this figure anywhere between 45 and 75 percent of employers struggling to find qualified talent, depending on sector and role type. Three out of four UAE hiring managers report that finding the right candidates has become noticeably harder than in previous years.

Technology and AI-related roles are also expanding rapidly, with UAE job postings requiring AI skills rising by roughly 2,700 between 2024 and 2025.

For project-driven sectors such as construction, oil and gas, marine, and EPC, this pressure is felt most acutely in skilled trades. Masons, electricians, welders, riggers, scaffolders, and MEP technicians remain in short supply even as demand for their work accelerates, and industry analysis suggests this shortage will continue tightening rather than easing through 2026.
